H.R. 2920, introduced as H.R. 5560 on September 23rd, 2025 (my 54th birthday), currently caps survivor recourse at age 55—a loophole that allowed institutional 'lawfare' to force me to age out of justice. ABOUT MILDRED
Mildred Ramos is an executive leader, survivor advocate, and founding operational architect of New York City’s youth shelter safety net. Over nearly two decades of executive leadership at the Ali Forney Center (2002–2020), she managed 24-hour crisis waitlists, scaled bed capacity from six cots to over 100 shelter beds across three boroughs, and held direct fiduciary custodianship over the agency’s financial infrastructure.
In 1987, as a 16-year-old in Washington Heights, Mildred was abducted, held in separate building apartments, and subjected to a horrific gang rape. Following state inaction, she was trafficked as an unprotected child to Arecibo, Puerto Rico—left without legal advocacy, tracking, or care. Decades of carrying this unaddressed trauma resulted in late-onset Fibromyalgia—a severe central nervous system condition that has been weaponized against her. Over the past six years, instead of protection, she has endured continuous re-traumatization, corporate lawfare, and systemic financial stripping that erased her livelihood.
Driven by this horrific reality and demanding immediate justice now, Mildred entered her formal Policy Brief into the permanent record of the NYC Council Committee on Women and Gender Equity on September 30, 2026. Her policy brief establishes tri-jurisdictional mandates to extradite and prosecute abusers, mandate statutory Defensor Judicial legal representation for displaced youth, enforce first-responder CNS health equity, and end corporate lawfare against survivor leaders.

Mildred Ramos addresses the Newark City Council, regarding her 1987 juvenile human trafficking and gang rape case to Puerto Rico.
Prior to her testimony at Newark City Hall, Mildred Ramos actively served her community on two fronts: as a T-Ball Coach and Board Member for North Newark Little League, and in New York City at the Ali Forney Center protecting and advocating for homeless youth.
However, as she pushed for accountability regarding the premeditated gang rape and human trafficking she survived at 16 years old, she was forced into isolation for her own safety.
When Mildred testified before the Newark City Council, she called on municipal leaders to stand with survivors by supporting the Statutes of Limitation for Child Sexual Abuse Reform Act. Despite her public accounting inside City Hall:
- Zero Follow-Up: Neither the City of Newark nor Essex County officials ever followed up on her testimony or safety concerns.
- Housing Displacement: Months after testifying, Mildred was forced to move from the apartment she rented in Newark—having already lost her family home due to administrative "lawfare" and systemic fear-mongering.

On September 30, 2026, Mildred Ramos—Executive Leader, Independent Advocate, and 1987 gang rape and human trafficking survivor—delivered official public testimony before the NYC Council Committee on Women and Gender Equity.
In her historic testimony, Mildred Ramos exposed catastrophic inter-jurisdictional state failures across New York, New Jersey, and Puerto Rico that allow minor trafficking victims to be systematically displaced without tracking, protection, or legal representation. 33 years after surviving cross-border juvenile human trafficking, Mildred was forced out of the very organization she helped build. For six years, she has not received a paycheck due to the economic weaponization and administrative retaliation of authoritarian rapists, human traffickers, and complicit systems.
This testimony follows her September 10th hand-delivery of a formal Demand for Immediate Executive Intervention to Governor Mikie Sherrill in Trenton.
